1. The Government of Timor-Leste is inviting proposals from qualified consulting firms for the Consulting Services for Detailed Engineering Design of Dili Urban Water Supply. More details on the Services are provided in the Request for Proposals (RFP), Section 5, Terms of Reference. 2. Funding for these Services will be made from the Infrastructure Fund of the Government of the Democratic Republic of Timor-Leste. 3. The Project is located in Dili Municipality. 4. The Scope of Services covers the Detailed Engineering Design of Dili Urban Water Supply that will draw up the plan for water supply distribution network in Dili. 5. The detailed engineering design comprises of 97 person-months of international key experts and 169 person-months of national key experts, with a time period of twelve (12) months. 6. Participation in this bidding process is open to all interested international and national consulting firms. The attention of interested Consultants is drawn to the qualification requirements detailed in the RFP. 7. The Government of Timor-Leste expects to promote technology transfer either through joint venture or sub-consultancy between international and national consulting firms (Consultants) or by national consulting firms’ employment of international and national experts. 8. A firm will be selected under the Quality- and Cost-Based Selection (QCBS) with modification as described in the RFP document. 9. The RFP shall be conducted as a two envelope procedure, wherein the Technical Proposal and Financial Proposal shall be submitted together in separately-sealed envelopes. 10. The RFP is available free-of-charge to any interested Consultants (local or international consulting firms) by sending a written request by email after which a PDF copy of the RFP will be sent also by email. 12. A pre-proposal conference will be held at 1000 hours local time on 26 August 2019 at the same address specified above. 13. The proposals must be received in the Tender Box located at the same address specified above no later than 1000 hours local time on 19 September 2019. Late proposals will be rejected. 14. Technical Proposals will be opened immediately after the closing time for the submission of the proposals at the same address in the presence of Consultants who wish to attend.
