1. The National Procurement Commission on behalf of the Ministry of State Administration of the Democratic Republic of Timor-Leste is inviting interested Suppliers to submit Bids for the Supply of Vehicles for Ministry of State Administration. The project is Supply of Vehicles for Ministry of State Administration. 2. The bidding should be conducted through International Competitive Bidding with two envelope procedure, wherein the Technical Bid and Price Bid shall be submitted together in separate sealed envelopes. The bidding is open to all eligible Bidders that meet the following criteria: a. As a minimum, the Supplier must provide proof that it has access to or availability of financial resources such as lines of credit, bank statements and other liquid financial means other than any contractual advance payments to meet a cash flow requirement of One Million United States Dollars (US$1,000,000) for the execution of the Contract(s) being bid for. In case of a Joint Venture Bidder, one partner must meet 40% of the requirement, each partner must meet 25% of the requirement, and all partners combined must meet 100% of the requirement. b. The Supplier individually or as a joint venture shall demonstrate that they have successfully completed as main supplier within the last ten (10) years, of at least one (1) contracts each valued at Seven Hundred Thousand United States Dollars (US$700,000) with nature, and complexity similar to the scope of supply. c. Delivery and Completion Schedule is 90 calendar days from the date of receipt Supplier of Notice to Proceed. Participation in this bidding process is open to all interested international and national Authorized dealership. A pre-bid meeting will be held on 5 November 2019 at 1000 hours local time at the address above. 6. The bid must be received in the Tender Box located at the same address specified above no later than 1500 hours local time on 05 December 2019. Late bids will be rejected. 7. Bids must be accompanied by a bid security in the amount of US$ 15,000.00, valid 148 days from the date of bid submission. 8. Technical Bids will be opened immediately after the closing time for the submission of the bids at the same address specified above in the presence of suppliers who wish to attend.
