Brief Project Description The Government of Timor-Leste has applied for a loan from the Asian Development Bank (ADB) for the Expansion and the Rehabilitation of Presidente Nicolau Lobato International Airport. The objective of the Project is to meet future demand of air transportation and to improve the facilities at the PNLIA in Dili, by upgrading the airport runway to meet the requirements recommended by the International Civil Aviation Organization (ICAO) and configuring other airport facilities to conform to the upgraded runway. The CAFI is the Executing Agency (EA) and the MOTC is the Implementing Agency (IA) through the Integrated Project Management Unit (IPMU). Part of the proceeds of the loan will be used to finance the consulting services to undertake the contract management and construction supervision for the Dili airport expansion project. The main objective of the consulting service is to assist the MOTC to conduct construction supervision for the following design build contact package (i) extension of the existing runway up to 2,100 meters inclusive of a minimum Runway End Safety Area (RESA) of 90 meters on each side, (ii) construction of taxiway, (iii) construction of apron, (iv) supply, installation & construction of air traffic control tower, and (v) supply, installation & construction of aeronautical ground lighting and other ancillary facilities. Consulting Services Minimum time-input of international Key Experts is 163.5 person-months and minimum time-input of national Key Experts is 198 person-months. The Terms of Reference for the consulting services is attached for ready reference. A consulting firm will be selected following Quality and Cost Based Selection (QCBS – 90:10) method in accordance with ADB’s Procurement Policy (2017, as amended from time to time) and Procurement Regulations for ADB Borrowers for Goods, Works, Non-consulting and Consulting Services (2017, as amended from time to time). Interested consulting firms must provide information indicating that they are qualified to perform the services. The consulting firms may associate with other international and national firms to enhance their qualifications. The Consultant EOI shall demonstrate technical competence and geographical experience based on project references, as well as management competence. Please select most relevant projects to demonstrate the firm’s technical qualifications and geographical experience (maximum 10 projects). The Consultant describes standard policies, procedures, and practices that your entity has to assure quality interaction with clients and outputs. Please state if your company is ISO certified. Implementation Period It is expected that the consultancy assignment will be 44 months including the Defects Notification Period of 12 months. The consultancy service is expected to start from the second quarter of 2022. EOI Submission The REOI notice along with the Terms of Reference (TOR) and other project documents is available at ADB’s web site for Consulting Services Recruitment Notice (http://csrn.adb.org). This advertisement is also available at National Procurement Commission – Timor-Leste (www.cna.gov.tl), Ministry of Finance - Timor-Leste (https://www.mof.gov.tl), Devex (https://www.devex.com) and dgMarket (http://www.dgmarket.com) websites and two local newspapers. The MOTC through the National Procurement Commission (NPC) now invites eligible consultants submit EOIs on-line using a standard template provided in CSRN. EOI standard template is available at ADB's website https://www.adb.org/documents/recruitment-firms-individual-consultants-executing-agencies. The EOI shall only be submitted online through ADB's Consultant Management System (http://cms.adb.org). The deadline for the submission is 11:59 PM (Manila Time) on 21 December 2021. Only the shortlisted firms will be invited to submit a proposal for the consulting services. The names and addresses of shortlisted firms will be published on the ADB and GoTL websites. Additional Information Additional information can be obtained from the NPC at the address given below during working hours from 09:00 to 17:00 (Monday to Friday). The NPC would try to provide expeditiously the additional information requested but any delay in providing with such additional information will not be considered as a reason for extending the deadline for submission of EOI.
