Experience of the Firm The Platform Provider must have designed and must currently operate the data aggregation platform that is being proposed for use/modification under the EASP public facilities component. The Provider shall meet or exceed the following: • Continuously operating the Platform for at least 3 years • Maintaining a platform aggregating data for at least 30 off-grid solar PV systems, of which at least ten must be located in remote or hard-to-reach locations • Experience working with national governments in developing countries, private companies, and international development organizations • Experience working in Sub-Saharan Africa for at least 3 years • Experience providing customer service and training • English is the primary operational language Key Personnel and Qualifications The Platform Provider shall propose a team with the technical expertise, sector knowledge, and management capacity to design, develop, deploy, and operate a secure, scalable web-based data aggregation platform for tracking and assessing the performance of hundreds of off-grid solar PV systems. General qualifications for all key personnel include: • Strong communication skills and fluency in English (written and spoken) • Ability to work effectively in multi-country, multicultural contexts • Experience in projects involving renewable energy systems or IoT devices Project Manager / Team Lead • At least a holder of a BSc in Computer Science, Software engineering, Telecommunications Engineering, Electrical Engineering, Information Communication Technology or related discipline or its equivalent; with a masters in a relevant field. • Minimum of 7 years’ experience in managing complex IT development projects, preferably in the energy access or renewable energy sector • Proven ability to coordinate multidisciplinary teams and manage client relationships • Demonstrated track record in delivering projects on time and within budget Lead Software Developer / Architect • At least a holder of a BSc in Computer Science, Software engineering, Telecommunications Engineering, Electrical Engineering, Information Communication Technology or related discipline or its equivalent • Minimum of 5 years’ experience in full-stack web application development and architecture • Proven experience in designing scalable, high-availability systems • Proficiency in relevant programming frameworks, databases, and cloud platforms • Knowledge of API development and data integration from distributed devices Data Systems Specialist • At least a holder of a BSc in Computer Science, Telecommunications Engineering, Electrical Engineering, Information Communication Technology or related discipline or its equivalent • Minimum of 5 years’ experience with data collection, storage, and analytics systems • Experience with time-series data management and performance monitoring dashboards • Knowledge of database optimization, data visualization tools, and ETL processes Cybersecurity Specialist • At least a holder of a BSc in Computer Science, Software engineering, Telecommunications Engineering, Electrical Engineering, Information Communication Technology or related discipline or its equivalent • Minimum of 5 years’ experience in information security for web applications • Expertise in securing cloud-based platforms, encryption protocols, and user access controls • Familiarity with applicable data protection regulations (e.g., GDPR) Quality Assurance / Testing Engineer • At least a holder of a BSc in Computer Science, Software engineering, Telecommunications Engineering, Electrical Engineering, Information Communication Technology or related discipline or its equivalent • Experience in designing and executing test plans for web-based systems • Familiarity with automated testing frameworks, load testing, and usability testing Operations & Maintenance Support Lead • At least a holder of a BSc in Computer Science, Software engineering, Telecommunications Engineering, Electrical Engineering, Information Communication Technology or related discipline or its equivalent • Experience in providing ongoing technical support and platform maintenance • Proficiency in incident tracking, bug fixing, and user support processes Client Services Representative • At least a holder of a BSc in Computer Science, Software engineering, Telecommunications Engineering, Electrical Engineering, Information Communication Technology or related discipline or its equivalent • Experience in client service, account management, or technical support roles — ideally in a SaaS, IT services, or renewable energy context • Familiarity with web-based platforms, cloud-based services, dashboards, and data reporting tools Ability to interpret basic data analytics outputs and explain them to non-technical users
